The Director of Facilities and Construction will lead the Facilities operations at Aspen Pitkin County Airport, including developing annual and multi-year work plans and strategies, ensuring resources are available to achieve work plans, resolving complex business issues, and establishing management practices and processes that ensure the accomplishment of performance standards. Responsible for managing the development at ASE including program funding.
ESSENTIAL FUNCTIONS:
Responsible for a comprehensive building maintenance and repair program, alteration of county owned facilities, and security and custodial contracts.
Directs the activities of staff including trades workers in mechanical, electrical, life safety, and plumbing, custodial and security staff, in support of efficient operations and maintenance of diverse buildings.
Manages a systematic preventative maintenance program for equipment, systems, buildings and structures to anticipate or prevent failures and minimize service disruption. Determines building work order priorities, forecasts and plans facility improvements, and prepares emergency procedures.
Supports the construction and capital projects at ASE. This includes oversight of contractors, vendors and consultants. Ensures contract requirements are met. Works closely with the Airport Director and Assistant Airport Director on allocation of ASE resources for these projects.
Responsible for adherence to the Airport Layout Plan (ALP) to ensure compliance with all federal regulations and policies.
Ensures that all construction complies with applicable FAA advisory circulars and operating requirements.
Responsible for compliance with and management of environmental regulations, including the Airport’s Storm Water Pollution and Prevention Plan, working with Airport tenant co-permittees to ensure compliance with the plan.
Oversees the preparation of specifications for custodial contracts and ensures work is monitored and inspected for conformance of contract terms.
Develops annual and multi-year work plans and strategies to meet business needs. Develops and directs the implementation of goals, objectives, policies, procedures, and work standards to ensure success.
Reviews, approves, and implements recommended changes to plans and leads the development of process and/or operational improvements.
Creates and administers policies and integrates work group procedures across work areas for consistency.
Represents the division/department in meetings with elected and/or appointed officials and other city entities. Fosters collaborative relationships to the benefit of the organization.
Resolves escalated employee or citizen complaints including long-term resolutions in problem areas.
Selects, trains, develops, and evaluates staff. Makes decisions on hiring, terminations, promotions, and disciplinary actions as required.
Develops and monitors budgets and oversees financial well-being by analyzing cost effectiveness.
Education and Experience:
Bachelor’s Degree preferred; AND five years of progressively responsible experience in Airport Facilities, Airport Operations, Aviation Planning and/or Construction Management at an airport certified under 139 and 1542; OR an equivalent combination of education, training, and experience.

Additional Salary Information: Paid Relocation in addition to a 12 month housing stipend.
